Reader Kristin writes: My boyfriend and I are planning a trip to Alaska this summer and realized we’d save a lot of money in our travels by renting a car once we get there (the Alaska railroad is *expensive*). The only problem is that we will both be under the age of 25 when we’re there (he’ll be 24, I’ll be 23) and every rental car agency I can find would charge us a huge daily fee. We both have impeccable driving records (not even so much as a parking ticket between us), good car insurance, and AAA. Is there anything we could do to get around this fee, or any company out there that trusts us under 25s?
This is a tough one. For the most part, car rental companies aren’t very flexible with the surcharges for under-25 renters, unless you’re renting your car as a government employee. You can be the greatest driver in the world, but that’s not going to matter here. Your age means higher rates. Sorry. There are some minor exceptions, so it’s important to shop around. But don’t get your hopes up. Check the local rules. Most national chains, perhaps with a whiff of irony, will charge $25 per day for an under-25 renter. But those policies are national guidelines, not hard-and-fast rules. Many local outlets of major chains will charge less than the maximum. Others, such as those in New York, will charge more. For example, a quick search shows me that National Car Rental charges only $10 per day surcharge at its Anchorage Airport location. It’s still a fee, but it’s less than they could charge, and less than their peers are charging. Try mom-and-pop shops. Another option is to call (instead of surfing the web) to contact smaller, local providers. Find them in the yellow pages (or an online directory) and then work the phones. These shops might not rent the newest or nicest vehicles — ten years ago, I rented a crappy little Ford Fiesta for a few days from a no-name local rental company on Kodiak Island. But these local companies may be more forgiving with the under-25 requirement. This may take some legwork, but it could save you a bundle. Mentioning your clean driving record might have more influence on a family-owned one-shop rental joint than on a global corporation’s local representative or franchisee. Work your memberships. Finally, if you’re a member of any organization that has a group discount code with a car rental company, see if you can use that affiliation to waive the surcharge. It depends on the terms of the umbrella agreement that the association negotiated. Again, you might need to use the phone to get the straight story. I get little cards for car rental discounts from my insurance company (USAA), my credit union, my alumni association, professional associations, and even my gas bill. Check your member benefits, and see if something works. You may need to show a member card when you show up at the rental counter. If you reserve via the web, print copies of everything, including the general rental policies. Many rental chains won’t give you the under-25 surcharge up front, but will bury it in their FAQs. Look carefully, and print a record of it. Also, print a copy of your personal auto insurance policy and take it with you when you travel. Having proof of insurance could assuage a nervous rental agent. Bottom line: When it comes to car rentals, being under 25 stinks. You’ll need to work harder to get a deal, if you get one at all. But if it’s any consolation, you still have your youth.

Doesn't it seem confusing sometimes just to get a rental car? There seems to be so much paperwork and so many decisions to make. For example, should you get the collision damage waiver or not? Should you buy additional insurance coverage from the car rental company? If you've ever watched people at the rental car counter, you know these are questions that most people struggle with. Sometimes you can decline additional insurance on car rentals, but there are specific instances that you should always buy the insurance. But how do you know? One of the biggest areas of confusion is the Collision Damage Waiver (CDW) offered by the car rental company at the time of rental. It covers damage to the rental car if you are involved in an accident. The CDW isn't exactly insurance, and it only covers only damage to the rental car. It doesn't cover property damage or personal injury. If CDW is purchased, the car rental company waives some or all of its right to gain from you for physical damages to the car. So should you purchase the CDW the car rental agency pushes at you? Experts say that most people don't need it but purchase it anyway. This is a very costly mistake! You can save yourself a lot of hassle and unnecessary cost by doing three things. First, check your own car insurance policy to see what coverage carries over to rental cars. Second, see if the credit card you are using offers any coverage for renting. And finally, check the options the car rental agency offers in its own policies. Many car insurance policies include all-inclusive and collision coverage to damages to rental cars. There is no sense paying for more if your policy includes this coverage, right? Just verify the details with your insurance agent before you decline the car rental company's additional insurance options. Typical car insurance policies provide liability coverage that extends to car rentals. If you injure someone in an accident while driving a rental car, your policy will often cover you. If your car insurance policy does not provide these coverages when you are driving car rentals, be sure to purchase additional insurance from the car rental company to protect yourself. In addition, many credit cards offer coverage for rental cars. If your credit card includes coverage for car rentals that have been damaged in an accident, you don't need to buy any other additional insurance coverage the car rental company offers you. Finally, read the car rental policy carefully and decide whether or not your car insurance or credit card covers you. Then discuss the car rental's coverage with the agent. Always make an informed decision. Don't give into pressure by the car rental agent. Deciding whether or not to pay for additional insurance coverage the car rental companies offer can be a tough decision. Check with your credit cards and existing car insurance policy to see if they provide rental car provisions, and if they don't, you'd better consider spending the extra money for additional insurance for your own protection. Beleaguered companies are finding fresh ways to reach into your walletBy Christopher Elliott Travel columnist msnbc.com contributor
Look out for cancellation penalties. Beware of energy surcharges. And watch for facilities fees. No, not on your airline ticket. Not on your hotel folio. You may find these new extras on your next car rental bill. Beleaguered auto rental firms are quietly adding new surcharges designed to lift revenues in a recessionary economy. To get an idea of how absurd it’s becoming, meet Jim Swofford. He found a mysterious $5 fee on his Hertz bill recently, which a representative described as a cancellation fee. Car rental companies typically don’t charge their customers for cancellations, so Swofford, who frequently rents from Hertz, said he didn’t want another car he’d reserved for later. “That’ll be $25,” the agent told him. “So I jokingly said I would not cancel but just be a no-show,” he remembers. “She said that would result in a $50 fee.” Or talk to Eric Hegwer, a photographer from Austin, Texas, who spotted a $1 “energy surcharge” on his Hertz car rental bill recently. “My previous rentals didn’t have one,” he says. I asked Hertz about the two new surcharges. Company spokeswoman Paula Rivera told me the cancellation fee, which was added in December, applied only to prepaid reservations and is meant to “reimburse Hertz for the paperwork and billing involved with a prepaid reservation.” The fee also covers part of the company’s cost of holding vehicles for prepaid reservations. The energy surcharge, which was added in October, bills all rentals in most states an additional $1 a day “to offset the increasing costs of utilities, bus fuel, oil and grease,” she said.
It’s easy to see why car rental companies are taking these steps. The industry is hemorrhaging money faster than oil leaking from a cracked gasket. Hertz lost $73 million the fourth quarter, and competitor Avis lost $121 million in the same period. They fared much better than Advantage Rent A Car, which filed for bankruptcy protection in December and whose assets were sold to Hertz for a reported $33 million. Every penny counts for the car rental companies. Then again, in this dreadful economy, who isn’t counting every cent? Shocking anecdotes aside, there’s a pattern here, and you don’t have to be an investigative reporter or a conspiracy theory-obsessed columnist to see it. Just read the annual reports issued by one of the publicly traded car rental companies. (Look for the form 10-K and then scroll down to “Legal Proceedings” for an enlightening read.) They’re littered with lawsuits over fees, surcharges and add-ons that motorists say broadsided them when they rented a car. How to stay ahead of these extras? Knowing is half the battle. Here are five of the newer charges that could sideswipe you on your next trip. A fee for something you’ve already paid for
This is one of the more creative new ways of separating you from your money: charging you twice for the same thing. “Three times now, with three different companies, they have tried to charge me for gas when I’ve returned the car with a full tank and claimed it was an honest mistake,” says Sid Savara, a software engineer in Oahu, Hawaii. “It leads me to suspect they are just tacking the fee on and most people aren’t noticing or complaining about it.” Boston-based author John DiPietro brought his own E-ZPass toll transponder when he rented a car in Massachusetts recently, but Budget billed him for the toll roads anyway. “We’re still trying to resolve it,” he told me. Now more than ever, it’s important to be on the lookout for duplicate charges on your rental bill.
A fee for something that should come with the car
Such as tires. Enterprise recently charged one of Edgar Dworsky’s readers a $2 “tire fee.” (He edits a Web site called Consumer World, and like me, he hears a lot of horror stories from travelers.) What’s a tire fee? Enterprise told Dworsky it was required by the state of Florida. “I guess the consumer advice is to order a car without tires next time,” he joked. But other fees can’t be blamed on the state, including surcharges that cover the cost of oil and grease. It might be interesting to show up at a car rental counter with four tires and a can of Pennzoil, and ask to have those fees waived. You think they would do it? Yeah, neither do I. Surcharge on surcharges
Scott Lerman found a “privilege fee” on his last car rental in Florida, which applied to rentals picked up within 48 hours of flight arrival. “Never seen anything like it,” says the Livingston, N.J.-based freelance publicist. (The fee covers the costs of operating an off-airport location.) Other renters have reported seeing a similar surcharge combined with what’s often called a concession recovery fee, which amounts to a surcharge on top of a surcharge. At best, car rental companies are coming up with new and confusing names for their fees. At worst, they’re charging us a fee on top of another fee. Next thing you know, there’ll be a surcharge on a surcharge on top of a surcharge. Don’t laugh — I’m sure they’ve already thought of it. The stadium tax
Fees for new stadiums and concert halls are technically not new, and technically they’re not even controlled by car rental companies. Except that municipalities keep coming up with new ones and car rental companies don’t lobby hard enough to have the fees removed. So rental firms are not completely blameless.
Seth Mendelsohn, the president of a food store in Boulder, Colo., found a $4 “downtown arena” fee on his bill when he visited Kansas City recently. “Apparently the city is trying to pay for part of the Sprint Center through car rental fees,” he told me. There are dozens — perhaps hundreds — of these so-called stadium taxes across the country. And new ones keep popping up. One of the latest is a car rental tax in Gwinnett County, Ga., to build a stadium for the Atlanta Braves. Extra driver fees
These aren’t brand new, but the way in which they’re being enforced has changed recently. When Carol Stevenson and her sister rented a car from Payless in Phoenix, they were asked to pay $9 a day more if Stevenson’s sister wanted to drive. “And that didn’t include their insurance waiver,” she remembers. Why charge for an extra driver? The simple answer: because they can. In the past, car rental agents looked the other way when two drivers showed up to rent the same car. But now, with money tight, they’re applying more pressure to authorize a second driver. If you don’t fork over the money and happen to get into an accident, they warn, you won’t be covered by their insurance. Of course, that assumes you buy their overpriced collision-damage waiver in the first place. Odds are, your credit card or car insurance offers comparable coverage.
Most of these fees can be avoided by pre-paying for your car through one of the “opaque” travel sites such as Hotwire.com or Priceline.com, or by buying through an online travel agency that guarantees its rates. But car rental companies are trying to find a way to stick it to customers with prepaid vouchers, too. I’ll have more on that in a future column. Where will it end? Something tells me we’re not there yet. Not even close.

Usually a car rental agency would ask if you would like to purchase a Collision Damage Waiver (CDW) also known as Loss Damage Waiver (LDW) or personal liability insurance. Do you need such coverage? Let’s look at LDW first: LDWs waive financial responsibility on your part in the event that your car is damaged or stolen. In most instances, LDWs also cover loss of use. This is the loss sustained by the car rental company in the event the rented car is damaged and is being repaired at the workshop. LDWs may come with hidden clauses. Check to see if the waiver becomes void if accident is caused through speeding or driving while under the influence of alcohol. If your existing auto insurance policy does not include adequate LDW, be prepared to fork out between from $9 to $20 a day. Personal Liability Insurance Car rental companies are required by law to specify the amount of liability insurance required. Be prepared to fork out anywhere from $7 to $14 a day should you decide to take up this coverage. If you regularly rent cars and this is a steep sum to pay, it would also be wise to purchase a non-owner liability policy. This policy not only provides you with protection when you rent a car but also when you borrow someone else’s car. Here are two important steps to take before deciding whether you need insurance coverage for your rented car. Existing Auto Insurance Policy Talk to your auto insurance policy company. Does your existing auto insurance policy cover your rented car and what amount does it cover? In most instances you would find that your existing policy covers your rental car, in which case you need not purchase a CDW. What about personal liability insurance? Will it cover damage to other cars and passengers? If they do cover these areas, then you would not need the rental company’s personal liability insurance. But then if you’re renting a luxury car, your current auto policy may not sufficiently cover damage that occurs to it and you may want to consider additional coverage the rental company has to offer. Credit Card Coverage Before considering taking up insurance coverage for your rented car, check also with your credit card company as to what insurance coverage you’re already offered. What type of card do you hold? If you have a platinum card, you will most likely be offered more coverage than a gold card. Depending on the credit card you have, you may be offered coverage for loss of a rented car, coverage for towing or loss of personal belongings. When you rent a car, there's always that moment of truth, the moment when the salesperson asks you if you would like to purchase insurance (or more accurately, a loss waiver) through the rental company. According to most of these salespeople, if you do not purchase the insurance (which can bump the price of your rental up $20 per day or more) the consequences for the slightest scuff on the door will send you spiraling into bankruptcy. The cost of insurance at the rental car counter may also vary depending on the rental car company, state and the type of car you wish to rent. Car rental insurance can be complicated and you might even feel pressured into purchasing it, but before you commit yourself to spending the money on a loss waiver, take a moment to think about some other options.
Car Insurance
If you carry comprehensive and collision coverage, your personal auto policy will generally cover the cost of replacing or repairing a stolen or damaged rental car. Because each insurance company is a little different, however, it is a good idea to speak with your insurance agent and confirm that the rental car is covered by your existing policy.
Remember that any deductibles you have will apply to the rental car. For instance, if you have a $500 deductible and sustain $450 worth of damage, you will be responsible for the full cost. If you have a $500 deductible and sustain $1000 worth of damage, you will be responsible for the first $500 and the insurance company will pay for the balance.
Remember, too, that for your rental car to be covered you must carry comprehensive and collision insurance. If your insurance protects you only against liability, it will not cover the cost to repair or replace a rental car if it is wrecked or stolen. You may also want to take note that in the event of a car accident with the rental car, your personal insurance premium may go up in cost.
